What is LEAP (Local Energy Alliance Program)?
LEAP is a community‐based nonprofit initially formed from a joint initiative between the City of Charlottesville and County of Albemarle. We are located in Charlottesville, VA and are staffed and run here locally as well.

Our Alliance partners include local government, Dominion Virginia Power and Charlottesville Gas, UVa, Piedmont Virginia Community College, the business and contracting community, and other nonprofits. Working together, we seek to create unprecedented utility (energy and water) savings by retrofitting buildings to make them more energy efficient, comfortable, and healthier for those who live and work inside.

As a consumer advocate, LEAP's focus is on:
• Educating residents on home performance and energy use behavior
• Providing the training and support needed to grow our home
  performance workforce
• Facilitating the retrofit through special financing and incentives
• Implementing a residential retrofit program which upholds national
industry best practices and ensures quality work
